``Goldman's plan looks similar to those suggested by other banks to get around the bonus cap. The idea is to pay staff allowances based on their role in the bank. The allowances could be adjusted monthly, thus keeping the variable aspect of bonuses. But they could be treated as fixed pay for regulatory purposes, easing the effect of the cap.''
