``In a letter to the consumer regulator circulated Tuesday in Washington lobbying circles, eight mid-sized lenders called the safe harbor essential.
Without this protection "every legal challenge will have to be fully litigated--tying up the courts and increasing costs to consumers, taxpayers, and lenders," they wrote.
