``FHFA may face resistance to any changes since they will require additional investment--a potentially tough sell given Fannie and Freddie have received $180 billion in taxpayer funds while the FHFA acknowledges the losses "are of such magnitude that the companies cannot repay taxpayers in any foreseeable scenario..." Plus, FHFA can't address the biggest issue for housing markets: whether there should be a government guarantee for mortgages. That question, along with the final fate of Fannie and Freddie, must be decided by Congress.''
