For the uninitiated, what counts in a party primary/caucus is the number of delegates assigned. In states like Iowa, the vote is actually a non-binding caucus (basically a straw poll), and delegates are actually assigned in a separate process. Paul's relatively-more participatory supporters "stuck around" for the delegate selection, and actually came through with 7 delegates, the same number as Romney and Santorum.
