``Massachusetts issued proposed regulations Wednesday aimed at curbing the activities of expert network firms that are at the center of federal and state alleged insider trading investigations.
William Galvin, the state's Secretary, said in a statement that the proposed regulations would require Massachusetts investment advisers to get a written certification from experts that they aren't subject to confidentiality restrictions and would not provide confidential information. ''
