"Credit-rater Standard & Poor’s cut Ireland’s debt rating by one notch late Tuesday, to double-A-minus, and kept Ireland on a “negative outlook,†which means the rating could fall again soon. The problem: The rising cost of Ireland’s banking bailout, which could pile additional debt on a country with an already-heavy debt burden."
