New home construction permits up in N.H. and Maine

"While the recently expired first-time homebuyer's tax credit helped, Buck attributed the bulk of the increases to builders being more aggressive by offering smaller, cheaper homes with fewer amenities to attract cash-strapped consumers. He added the tax credits haven't come into play recently because of the lead time required to build homes."
