" Over the past two years, nine top Contra Costa County managers received bonuses of 2 percent of their annual salary just for providing 12 months' notice before retiring. The largest initial payout, $4,786, went to the instigator of the idea, former County Administrator John Cullen. There's one person left to go: County Counsel Silvano Marchesi, who gave notice a year ago, is slated to collect his bonus after he retires this week."
