"The value of the dollar is measured and charted against a basket of other currencies, so its value on the chart is relativistic in principle. It tells only that the dollar was stronger than other currencies. When we say “the dollar is falling†it is right to ask - it is falling against what? Usually the expression that “dollar is falling†means that it is weaker than other currencies in the basket."
