"Venezuela President Hugo Chavez has used Citgo, a state-controlled petroleum company, to sell heating oil to be used by poor people in New York, Massachusetts, Maine, Pennsylvania and Rhode Island. Last year, it delivered more than 25 million gallons of fuel, at a 40 percent discount, to more than 100,000 households in New York City."
