What's the deal with shadow inventory?

According to several reports floating around the internet, some banks are withholding sales not due to paperwork issue, but because they don't want to flood the market and devalue their inventory.

It also appears that the major cities tend to have the larger shadow inventory ratio (REO's not listed vs listed) than smaller towns.

Could it be that its harder to hide a foreclosure in small towns? Makes me wonder if there are considerably more hot leads (percentage-wise, not quantity) in the metro markets.
